They're not, that's dub-shit terms.
They are called "Artificial Humans" if you go with literal translation from Japanese (Jinzou Ningen) and that's basically because there are no separate terms in Japanese for "Cyborg" and "Android".
Shit was a dub mistranslation because of Gero and #19 because outside of Gero's brain (which was only revealed later), they were fully robotic and they didn't bother looking ahead with the story to see that it's supposed to be cyborgs.
Another mistranslation from not knowing the context is with Berserk, where the official translation for Griffith's mercenary band is "Band of the Hawk" when it's actually supposed to be Band of the Falcon, again because Japanese has only one word that is used for both (Taka). And context didn't reveal it until the Millennium Falcon arc in the story at which point the English publishing was too knee deep to change it and so it stayed as Band of the Hawk.
The only thing they should've done really in my eyes is roll with it completely in the English translation and change name of Griffith's city from Falconia to Hawkonia for consistency.

DBZ was pretty great through the Namek saga, then it managed to keep things interesting by having Gohan be the hero even though by this point it was becoming nothing more than "I thought I couldn't get any stronger but now I'm stronger!" The Buu saga was really where it fell off, up to Majin Vegeta it was fine and Vegeta fighting Goku and sacrificing himself was great, would have been a good ending to the series. Unfortunately that wasn't the case.

I'm not gonna pretend I wasn't hype as fuck when I was 12 and Goku went SSJ3 or Gotenks being a thing etc. but going back over it that is definitely the weakest part of the series.

Haven't watched much Super but it looks like they forfeited the majority of characters for the sake of mass appeal and being like everything else.
