mojave is one of the least civilized places in the mojave. the mojave outside of new vegas is the frontier. legion controlled arizona/colorado, ncr california/oregon/nevada, midwestern bos midwest, and enclave chicago are all more civilized.

They have currency, (had) a gold reserve, senate (even though it's shady), president (even though hes an idiot), divisions devoted to technology and science, diplomats, infrastructure operations, engineers, a military force that enforces its border and keeps raiders out, trade deals, and laws

now, the effectiveness or fidelity of any of these institutions varies wildly and for the most part they are worse than today obviously, but that doesnt mean they are retards banging sticks together to make fire or worshipping random gods or killing each other for a little bit of food.

they kill each other for land to expand their brahmin enterprise so they can make more money by selling their product, and they hire mercenaries to do their killing for them, and then they pay to have it covered up and pay to bribe law enforcement so they don't get in trouble for it. like civilized people
