Yes, but they're pretty scarce in the campaigns and not available at all in multiplayer.

Most of the campaign in HotS has Kerrigan, and WoL and LotV have a few missions with heroes (usually when you don't have a base).

Blizzard couldn't make up their minds with what they wanted for the game. When they contracted it to Nihilistic, Blizzard kept playing other stealth games from around the same time and said "add this, add that" and the game development just dragged on.
When they fired Nihilistic and gave the project to Swinging Ape, they instead wanted a big multiplayer action game instead, and development dragged on again until World of Warcraft released, at which point they just dropped Ghost because they had a cash cow.

There are very few missions in SC2. Like, maybe a couple in each campaign. And they're much smaller.

As a kid they always terrified me, though. The thought that all my soldiers were irreplaceable, with no barracks or anything, made me shit my pants whenever I ran into enemies.

Honestly those missions justified the whole kill counter that units had, loosing that one unit with 15 or so kills was a pain in the ass.
Also sometimes I would arrive to the last area with everyone with low health and the last enemies would kill a bunch of soldiers with one shot.
