I'm pretty sure that who gets pulled in isn't entirely about proximity. In all the cases where someone who doesn't have the app yet is pulled in, either the person using the app intends on bringing them in too (Ann brings Yusuke in to escape Madarame, Makoto had volunteered to go in with them) or the person specifically wants to follow the app user where they're going (Ann entering Kamoshida's palace for the first time.)

Alternately, it could just be that the app only pulls in the people who Igor chooses and by those points Igor had already chosen them.
