The food guys at the White House are clearly already aware of Trump's food preferences and thus got him two scoops of ice cream. Because they could not have known the preferences of everyone else there, they gave the others in attendance one scoop. Presumably, if they had asked for more, they could have gotten more, but the media is spinning it into some kind of "Trump forced everyone to only have one scoop while he had two" story.
