It literally rained for 24 straight in-game hours, and then I'd have a few hours of clear skies before it started raining for 12 hours straight again. What should have been a 15 minute excursion became a two hour ordeal because of totally random bullshit. Could I have left and done something else? Sure, but I didn't want to just leave when I had already committed myself to completing the task. Though had I known I would be waiting for so long, I would have just said fuck it and left, but the stupid weather forecast only displays the next 6 hours.

I already explained that point. There's nothing else to do in the immediate area, and there's no way of knowing it's going to rain for an entire day.

You can't make a blue flame you fucking idiot. The only way to move the blue flame is by lighting a weapon/arrow on fire, and that won't work when it's raining.
The only places to start a fire in the vicinity are exposed, so that's not happening. And the stable is a ways away. In retrospect, I definitely should have gone to the stable, but if you think having to pause doing something and taking a five minute detour (or longer, depending on if the random weather decides to cooperate) redeems this design, you're an idiot.

In a game whose primary virtue is the number of ways you can come at a task and solve it, that there exists a problem where the only solution is to stop playing and wait, whether real time or in-game, is pretty fucking horrendous.

One of the lanterns is right there at the stable so you would've passed by it anyway if you were trying to light them all.

I can agree that the weather system feels incomplete, especially considering how prominent a feature it is. Maybe they should've even made weather (or lightning) a bigger theme and part of the story, since shrines and climbing aren't that interesting and they didn't do enough with the Sheikah or cataclysm stuff.

How is the rain not prominent? Not in the story sense beyond Zora's Domain like you said, but lightning and heavy rain are constants throughout the gameplay. I just wish they added more variation.

The game really does seem to rain 80% of the time all over that part of the map, so I can agree with the complaint.
It is open world though, so I just moved on to other shit rather then worrying about it.
