I don't know how you would consider it, it's hard to explain. Brave Dungeon has levels, but they don't actually raise your stats or do anything outside "gating" you from learning new moves. You raise your stats by paying the amounts of money gained when defeating enemies. This is how you do one of the unlockables too, since you have to beat the game without going over level 20(out of 200).
