Well it's their roadmap from now until 2020, not necessarily that it's coming out in 2020. They have a ton of stuff in that briefing though, so it's worth a read if you have the time/care.

Yakuza has historically sold bad. Especially the first game after spending $10 million on the english dub. The reason why it took SEGA 5 years to localize Yakuza 5 in the west is because Dead Souls sold horribly. I can assure you that Yakuza will not come to PC as Sony funded the localization of 0, Kiwami and 6. As much as I would want to Yakuza 3 in 4k 60fps it just won't happen, Sony have their hand too far up SEGA's ass.

Generally, when game is on PS4, and only on PS4, it has "Only on Playstation" tag on the cover, such as with Uncharted 4. But when cover for Zero was unveiled, it had "PS4 Console Exclusive Tag", which is usually reserved for games to which PS4 has console exclusivity, but which can also appear on PC.
People threw a shitfit over this, thinking that it meant that game would also be released on PC. In all likehood it was work of some intern, who figured that tag meant that it was ultra exclusive.
Hardin had to spend few days explaining on Twitter that no, despite that cover Yakuza was not coming to PC. But it's fucking amazing that they are doing this again.
