Gameplay is more of a tossup.
GE2 has more things to do but the gameplay isn't outright better. Blood Arts dominate combat too much, you end up just spamming which ever one you pick which makes combat even more shallow. Blast Guns are also ridiculously OP thanks to blood chips and the general higher base damage in GE2.
GER predator styles only enhance melee combat, not outright replace it. You still need to know how to use you weapon and thanks to the buff options, you get a lot more depth. You can also styles like Sharktooth to move around the arenas faster which is a big plus since monsters like to run from you so much. Guns are also more fairly balanced since all weapons can use all bullets (with varying degrees of cost penalties), but the balance is still Blast > Sniper/Assault > Shotgun.
That said, you won't appreciate the changes GER makes over GE2 unless you play both, so if you're only going to play one, just play GE2.

GER for the story itself and easier to keep your burst up. Setting is a bit more grim.
GE2 for better and more plentiful cinematics and I prefer the gameplay. While Blood Arts do make melee pretty repetitive, it's still an improvement.
