Honest question, but how much involvement in the design process do you think Inti had?
Does anyone know if they had were part of the design process for the mechanic of the games, or just code/art monkeys?
They're definitely not free from blame, but I don't think most of it should be on them.

Some people say Inti had less experienced people working on MN9, and overall Inti doesn't have experience with 3D engines. It probably would have ended up a lot better if they had been told to just make it 2D from the start, but I guess either Comcept didn't want to pay for that or demanded hi-res graphics while Inti specializes in 16/32 bit spritework.

I think I heard something about Bloodstained's development involving other studios late in the game.
This bit of news plus how poor the visuals for both MN9 and Bloodstained were looking, It does seem like Inti has no idea what they're doing with 3D visuals.
