It's not working. People are just buying from places like g2a and other sites. Also many repackers are offering offline activations now which can be a bit of nuisance but you get to save a lot of money. You can play AAA 60$ games for 1$ day one.

The only reason people don't use this method that much is you have to turn off internet to play the games. Otherwise you have a legit copy of the game with a legit steam account
