The team that did the Valkyria Chronicles PC port did this port and this bug is in the same vein of the VC port where tanks couldn't move on certain terrain (making some missions literally impossible) and frequency of attacks while moving depended on framerate, making anyone with machine guns extremely powerful.

The term "artificial difficulty" predates Dark Souls, only it was used in the context of higher difficulties making enemies into bullet sponges and things that would make a game tedious, but not really harder as the game would essentially be the same.

It seems strange, maybe this is a tutorial only problem. I've ben playing on god hard and i can take a sniper shot/rocket to the face without dying. Hell, i can even take a blade hit from a bogey and be fine. Taking more damage would make you pretty much immortal imo.

That anti-armor pistol is pretty broken. Maybe ditch LMG for that since AR is so versatile and shotty is absolutely essential.
But you can switch out weapons since God Hard doesn't have weapon upgrades.
