Yep. One thing I like about Far Cry is the villains but Ubisoft tends to waste them. Would have loved to side with Pagan instead of those crazy ass siblings.
I'm looking forward to seeing them make the Far Cry 5 villain sympathetic or likeable in some way.

That's about the only praise I can give FC4 is that Pagan was a great fake villian

Yea, it's pretty good. If you liked 3, then 4 is a slightly better version. It feels like it's lacking "something", though. Like, it's great, but just the soul isn't there.

Troy Baker is a pretty good VA, its not his fault he's overused.
Whole game should've been about him instead of shitty Ryu.
His sections are by far the best moments in the game and his motivation for going 100% nuclear is understandable.

Villains should not be likable. If you've made your villain likable, and more likable and reasonable than those helping the protagonist, you didn't do you job.

Where's that in the rule book? The villain can be anything. The only thing which should be done, is that "this story must be the most interesting part of your protagonists life. Otherwise why are we hearing about it?"

FC4 probably is the better game, but having just come off of 3, I was burnt out so I'd be surprised if I made it even half way. I also preferred the tropical setting of 3, but 4 was still absolutely gorgeous. I guess it's time to go back and try again.
