Why is Pray running at 60 FPS high on my PC that uses a 970 while its locked at 30 fps on ps4 pro.
In fact why are most multiplatfrom games running at 60 fps on my 970 pc but ps4 pro locks them at 30 fps?

Okay, but what games do I want that will justify getting a ps4 pro. Keeping in mind also having to pay for the console, the online service fee, and third party games that are cheaper to get online.

It's a VRAM issue, the 970 has 3.5gb of GDDR5. You need significantly more for 4K. The card's processors themselves blow the PS4P out of the water.

So why is it that Dark Souls 3 (and many more games) run at 30 frames on the almighty Pro, yet constantly run over 60 on my 970 PC?

It's got 4gb and even surpassing that it runs with only a slight difference to frametimes, the real problem is the outright lack of power the card has, you don't just address and render 4k with 33ms frames with that hardware. The 970 simply doesn't have the throughput and the VRAM only stands to compound the issue.

I think the hardware is more expensive (why deny this?), but considering cheaper games, no paid online, emulation and piracy it obviously ends up being cheaper in the long run.
