The reason the other classes are actually useful is that they require aim, but I respect Spy even if he is mostly a luck dependent class mixed with skill.
It's not that some classes aren't worth playing, it's just that some are just inherently easier to actualize than others. Like, it's easier to enter Scout's hit and run niche than it is to get into Pyro's wide area pressure niche, and until you get to that point, you're stuck doing general damage that other classes will surpass you at. It's more that there are maybe 4-5 classes that are viable at average level and every class can be used once you learn them, but some take shit tons more time to get into than others.

That example doesn't work. Meta becomes playing the 100 hp 200 damage class because they can 1shot everything while the other needs 2 shots to kill its own class.

All games favor range and speed over both damage and health.
it's all numerical values. it's all a matter of establishing how useful a particular stat (range, speed) is, and reducing or increasing that stat relative to HP and damage.
