There's not really any reason to believe palace owners go to mementos outside of the depths part but that was because they were part of all of the rest of society that ended up there.

shido didn't arrange okumura's death because he wanted to kill him. if you paid attention to the story you would know that all of it was orchestrated so he could pass the blame of all past mental breakdown incidents (i.e. all the people he and akechi killed) onto the phantom thieves.
