Jak and Daxter is better. But Sly 2 and Going Commando are infinitely better than the rest of the Jak and Daxter series.
Also, Up Your Arsenal is the best game on PS2.

I loved Sly 1, but the other Sly games had gimmicks up the ass. Haven't played any of the Jak games, because christ that main character is ugly. As for Ratchet, I've only played Tools of Destruction but I remember enjoying it a lot.
I assume that Ratchet is a better franchise than Sly, but Sly 1 might be more worthwhile than Ratchet 1. Maybe.

Between those games in particular? Jak. If you mean series as a whole, easily Ratchet and Clank. They're much more consistent
I haven't played Sly but Jak 1 > Ratchet 1, if only because Ratchet 1 is SORELY in need of strafing while Jak 1 is a fun collectathon.
You know, I used to think that, but recently I went back to it after the disappointing remake, and I found the lack of lock strafe really wasn't as bad as I remember
Most enemies died pretty quickly, so it never really needed proper aim
I only played it recently and the lack of strafe gave me the absolute shits and lead to a lot of deaths that wouldn't have happened otherwise. It's bad enough to the point that I won't recommend it to people and just tell them to start at R&C 2 or the remake of 1 instead, despite the fucked characterization of Ratchet.
Never played Ratchet, liked Sly a lot more than Jak.
Maybe I only think that now becuase I'm quite familiar with the first game
It's probably still a difficult start for new players, but I still couldn't recommend the butchered remake over it

Looking back on it it's nothing special, I guess nostalgia is the driving factor. It had good art direction as well. Too bad it all went to shit with the second game.
Ratchet 1 had strafing, you unlock it with the jetpack upgrade and activate it by double-tapping L2

Jak 1 was a pretty neat platformer that was basically on every PS2 demo unit in its time
R&C 1 was okay but hasn't aged too well compared to the rest of the series, especially with the new reboot/remake
Sly 1 was mediocre at best but was greatly improved in its later games.

Deadlocked was GOAT tier in coop, Jak X is probably the best kart racer and Sly 4 is the best Sly Cooper game
best art, best gameplay, best story (has actually humor unlike the first game), most content and overall better at basically everything
