time consuming to produce, and the current game market is heavily reliant on reducing time taken to make games because at the end of the day you can make a beautiful looking well crafted game but if it doesn't sell as well as something like a phone game with simple graphics it is a big loss in profit
It still gets used plenty, just not in AAA stuff

Because people are much more content with just slapping something together in Unreal 4 and calling it a day. Having an actual art style would take making the game with love, attention, and care, and there's very few cases of that within the modern industry.

Borderlands wasn't cel-shaded.
That's not cel-shading, that's just putting outlines on edges. The lighting itself is pretty typical.
Stop being fucking retarded. Cel-shading is just a more basic version of normal diffuse shading.

Cel shading generally looks like shit with modern resolutions, so people usually go with compromises like this these days, and I'm okay with that.

The complete opposite. It takes a day or two to setup the shader properly, but after that you can reduce texture work by 1000% because your textures are going to be fucking solid colors anyways.
