I'm playing this series for the first time ever starting with 3 and there is just too many personas I don't even know who to use or what to fuse?
Anyone have any tips on persona progression? Maybe which one you used and then what level you changed it to another one?

Dont get attached. Just fuse and fuse and fuse. Levels and stats are what matter.

Fuse the ones you have a stronger S.Link boost with and be sure to pass on the skills you like the most.
If you have a persona you can't fuse into something good then turn it into a weapon at the antiques shop
If you can't figure this shit out yourself you should just go play pokemon or something else more your speed

Actually thanks for the real responses, how much attention should I pay to their resistances and stuff? Or should I try to grind and get like personas that are str or null against as many elements as possible?
I personally always got an arsenal of Personas that covered all elements, so I could always exploit weaknesses.
Null/repel/strong I only found useful against bosses. For that you don't know what you'll need until you fight the actual boss.
It really depends on your party, you should try and make personas that cover the gaps your team leaves.
Don't try to grind unless a Persona has a skill your really, REALLY want.
Remember to register your personas so that you don't lose their skills and stats after fusing them.
You should keep in mind your resistances and weaknesses and scan the enemies as much as possible, Fuuka tells you what types of attacks they have so you'll be able to know what Personas to use or not.
Pick the party members you like. Fuse Personas that aren't duplicate of your party member's skills coverage.
Make sure to have one Hama and Mudo Persona just in case. If you get trash Persona, use it as fusion fodder.
FUSING A PERSONA 7 DAYS BEFORE AND AFTER A FULL MOON INCREASES THE CHANCE OF A FUSION ENDING WITH A HEART ICON. Keep that in mind, it's all in caps. Heart icons are really good items after a Persona learn all of its skills.

Yeah, try fusing a narcissus to get his heart item, other than that there arent any worthwhile items near your level.
Remember to register him before he reaches level 24 so that you can get multiple ones.
That's about third of the way there. The final floor of Tartarus is something like 250.

Choose whatever persona you want, to be honest I picked my favorite ones design wise. Try to have several persona with different roles (healer, buffer, mage, fighter, etc), thanks to skill cards and stats cards (you can purchase them at the antique shop), it'll be less of a hassle to build correct personas
Try to experiment a bit, you can follow a recipe guide to create a strong persona, but it'll be less fun right ?
The moves are what you should focus on, and there aren't THAT many of those at least.
Just checks if a dude's magic or strength and keep an eye on weaknesses.
Or just make what looks cool.

The 2 big Persona that should standout for you immediately are Surt and Thor, who help Yukari and Mitsuru null their weaknesses completely if you give them those accessories. Surt should be the first one you get since he's like Level 50 and the Magician Arcana.

Speaking of FES, when you get the Tactic for Knock Down, keep it on forever. It forces every AI to setup an All-Out Attack. It takes a while before Knock Down is unlocked so Full Assault is the 2nd best thing till then.
The sooner you get a multi physical attack the better

If you're going to take anything from this thread just pay attention to this dumb fuck:
1. Max social links as much as possible
2. Any personas you find in card drop just fuse and keep the ones with the largest level/most useful skills
3. Have every single element at your disposal(garu, zio, etc.)
4. Complete Elizabeths requests. I know, i fucking hate it too but the fucking idiots who made the game thought it was a fun enough feature to have it manditory to fuse certain personas. So do em

The game wasn't meant for you to do every S.Link in one run, you're supposed to take it at your pace and talk to people you like.
It's not even about doing all in one go. Certain s links can't be unlocked without reaching a certain point with another. If you have no other s links you'd like to do (and nothing else to do in general) then you might as well run through the bland one.
If something has learned all it's moves it's overdue to be fused.
Personas are deliberately much slower to level than party member because you're not meant to keep them around. Personas with a particularly good moveset or weakness chart may have enough utility to outlive their sagging levels for a while but most should just be fused when it's convenient.
You shouldn't have to grind. Personas level up fast at first but if you're using them past the point they have all their skills you're usually better off fusing them
Its 256 floors for the last teleporter and then a few floors more after that not counted.

That's the RIGHT way. That way when you get near endgame or even near the middle every single persona you fuse will be buffed as fuck.
What else are you going to do anyways? Max your stats? It's possible max your stats and your S.Links in one run.

It's unnecessary dude, there's plenty of personas that are extremely redundant and similar, the game is made so that even if you don't have one strong arcana there's an alternative that's just as good as the other one.
By focusing on maxing every S.Link you take away the fun because you're spending time with characters you have no interest in, it's better to just talk to the people you like and spend your days doing stuff like playing at the arcade or upping your stats.

Hence "usually". I personally have had a great time building around crits. MC, Akihiko, and Shinji are all pretty decent at landing them. I try to make sure MC is in great condition as much as possible and haven't upgraded my weapon past the bat that ups your crits, and I think I'm having Shinji use a mace with high crit? It's been a while since I played since Tyrone ran off with my PSP go.
