I personally always got an arsenal of Personas that covered all elements, so I could always exploit weaknesses.
Null/repel/strong I only found useful against bosses. For that you don't know what you'll need until you fight the actual boss.

It really depends on your party, you should try and make personas that cover the gaps your team leaves. Don't try to grind unless a Persona has a skill your really, REALLY want. Remember to register your personas so that you don't lose their skills and stats after fusing them. You should keep in mind your resistances and weaknesses and scan the enemies as much as possible, Fuuka tells you what types of attacks they have so you'll be able to know what Personas to use or not.

Pick the party members you like. Fuse Personas that aren't duplicate of your party member's skills coverage.
Make sure to have one Hama and Mudo Persona just in case. If you get trash Persona, use it as fusion fodder.
FUSING A PERSONA 7 DAYS BEFORE AND AFTER A FULL MOON INCREASES THE CHANCE OF A FUSION ENDING WITH A HEART ICON. Keep that in mind, it's all in caps. Heart icons are really good items after a Persona learn all of its skills.

Yeah, try fusing a narcissus to get his heart item, other than that there arent any worthwhile items near your level. Remember to register him before he reaches level 24 so that you can get multiple ones.

Choose whatever persona you want, to be honest I picked my favorite ones design wise. Try to have several persona with different roles (healer, buffer, mage, fighter, etc), thanks to skill cards and stats cards (you can purchase them at the antique shop), it'll be less of a hassle to build correct personas
Try to experiment a bit, you can follow a recipe guide to create a strong persona, but it'll be less fun right ?

The 2 big Persona that should standout for you immediately are Surt and Thor, who help Yukari and Mitsuru null their weaknesses completely if you give them those accessories. Surt should be the first one you get since he's like Level 50 and the Magician Arcana.

Personas are deliberately much slower to level than party member because you're not meant to keep them around. Personas with a particularly good moveset or weakness chart may have enough utility to outlive their sagging levels for a while but most should just be fused when it's convenient.

Hence "usually". I personally have had a great time building around crits. MC, Akihiko, and Shinji are all pretty decent at landing them. I try to make sure MC is in great condition as much as possible and haven't upgraded my weapon past the bat that ups your crits, and I think I'm having Shinji use a mace with high crit? It's been a while since I played since Tyrone ran off with my PSP go.
