I think OVA was done by the same people that did the CD FMVs. In any case I know for a fact it reused shots from the CD FMVs.

Why not just combine the Crackers slot with the Chaotix slot? Mighty and Wechina aren't actual representations for Sonic and Tails

Along with making him lankier it's just weaker character design with blander color distribution. Sonic, Tails, and Knuckles are all supposed to look different, they all had different designers, making them all fit into a mold like the newer Sonic friends is a bad way to go. No point in hating it since it's just a shitty spin-off, there's only one person who actually gets angry about it and you know who that is.

From a character design perspective, skin colored arms makes Sonics arms stick out on his sprite better due to Sonic having blue spines going down and along his back. His legs on the other hand, have no blue behind them thus don't need to be skin colored. It's a similar case as to why Mickey Mouse wears white gloves; to contrast against his black body.
