Pokemon White 2 released even when the 3DS was already out. The DS also didn't get a mainline Pokemon game for a while, so you got shovelware like Dash and some pretty decent side games like Ranger and Mystery Dungeon for the DS before getting Pearl.

Not for mobile technology it isn't. Pascal is in testing and prototype stages in terms of implementation for the Tegra, and they haven't gotten it mass producible for a non-ridiculous price yet. Nvidia is working on newer chips all the time, but that doesn't mean those chips are immediately ready to go for the consumer. Tegra X1 is the most powerful, mass producible and readily available mobile chip on the market.

Pokemon is the possibly the worst of all major JRPG series, the plot always hits the same beats, the gameplay has been essentially the same since the first game with some lazy changes, the graphics look outdated, art direction doesn't compensate for the graphics at all, monster design gets worse with every entry and the only good thing it has going for it is the music.
I honestly don't understand how can people still be crazy about this garbage. Guess marketing and brand power really are the only things that matter.
I do not get the complaints Nintendo planned this two years in advance to announce a release date for a fully finished game for the 3DS and now they will focus on Switch. The console is barely out yet and everyone still expects it to be out the next day.
Wii U hardware just plays GC games natively, because it has a Wii built inside of it. It doesn't have to emulate it, and isn't powerful to do so.

They didn't run it on Switch, they just ran it on an Nvidia shield, and the Switch is downclocked from a normal unit.

Gamefreak likes to maximize their profit. It's the core of their business. It's why they NEVER jump to new systems immediately, and why they recycle everything they can over and over and over again.
They stand to make more by offering the product solely on the one platform they already know they will make the most money on vs spending all the money to develop and market a second version on a platform they know they would not stand to make as much money on by far.

I did it, I got mine for Pokemon X/Y, I tried other games like Zelda and Smash, but I already sold them. In the end my 3DS is just a pokemon machine. In fact I will not get a switch until there are a main pokemon.
The next games will be on the Switch. GF has two teams. A team and B team. A works on the first games in a generation. B works on the second. Once A finishes the first games in a generation and they are released, usually even before release they begin work on the next generation. They are working on generation 8 right now. It's extremely likely it will be on the Switch and we'll see it next year at the earliest, 2020 at the latest. This is how things have always been with Pokemon.
