They made her as much of a Disney princess as possible, and made sure she didn't have any major flaws and was incredibly cheery and outgoing (despite essentially being a NEET her entire life). Also she basically doesn't exist in the game world except as an ammo/health dispenser, so the player doesn't have to worry about babysitting her.

Because they knew Bioshock Infinite was just one big escort mission, so they realized they needed to make the companion as likeable and helpful as possible.

Her appearance(s) changed from her E3 announcement to the final release because they focus-tested her so much. I know appearance was a thing, but I think even her voice was designed to be extremely likeable, because she's always with you.

In short, they poured a lot of resources to make her so perfect. I feel they put more effort into her than the gameplay.

And of course, now that they put so much research into her design, she was ideal for SFM porn, too.

It's just a shame they forgot to make her relevant to the actual gameplay making her feel kinda pointless in the end.

I know they didn't want it to be a tedious escort quest game but fuck, at least make her have some part of it apart from throwing the occasional item at you.

I doubt that's still true. For a while she was certainly at the top of the chart, Liara T'Soni right at her heels, but I'm pretty sure Overwatch has completely blown the old guard out of ranking.
