Its possible if you follow these absolute rules
Spend no more than $10 on a keyboard and mouse each. NO SSD. HDD should be no more than $50. Monitor cant exceed $100. Case should not exceed $25. No more than $75 on 8gb of ram. Make it cheap as possible. Can skip a case if you go open air and this might let you get away with no CPU cooler (which other wise should not exceed $20 so get the Hyper Evo 220

If you use your TV and use Ebay or something to buy cheaper than Newegg or Amazon then you can have as much as $150 extra to get a better CPU and GPU and still come under $700

Unless you want to be stuck with a dual core processor, it's hard to pair an Intel CPU with a decent GPU at a $650 budget.
