That would actually be a dream come true to me.
HOWEVER.
It needs to be treated as a soulslike RPG, with stats and different fields of combat to engage in, with full character creator to create your waifu or operator as you choose.
You level up say, Int and you can do hack orientated combat where you're more about stopping time, deleting code, bending shit, stuff like that.
Pure strength type stats govern your direct hand to hand skills, abilities to throw cars etc.
Rocksteady's arkham kinda combat, but with no bullshit easymode crap where you just press Y to win everything. It needs dodges, iframes, precision, good combat.
Full invasion mechanics to invade players single player games and try to halt their progress like you just took over an NPC in their world.
Then you have full pvp shit where you battle it out dodging bullets, bending minds and warping reality
I'd buy it for 99 dollars.

I liked all the movies, but I wouldn't say equally. I was a huge fanboy back in the day, and championed Reloaded as my favorite. But it hasn't aged well. 3 has aged even worse, as it suffers from Hobbit syndrome, where it shouldnt have been split up into multiple movies. They should have streamlined 2, included 3 in it and it would have been fine.
