No, the problem is that consoles are still playing catch-up to high-end PCs, and devs are focused more on pushing 4k rather than effects and framerates.

A lot of the way a game looks and feels is engine-bound. It's pretty easy to identify when a game is Unreal Engine 4 based, for example.

I was actually looking forward to when we reached peak graphics because it would force devs to experiment with unique art styles but now they're all either doing a realistic art style or that cartoony tf2 style. No fucking creativity.
