The problem is that the booth is in an environment where the media, despite being gaming media, is heavily biased and has shown displeasure in advertising that is too provocative.

Remember that compared to other titles, Senran Kagura is still fairly unknown in the West and is trying to be SOMEWHAT professional.

There's 3 kind of outfits in the game, normal ones that can be destroyed, swimsuits, and special outfits that get wet.

Marketing doesn't always reflect sales, or even visibility. Compared to other titles who manage to whore themselves on billboards and tv commercials Senran Kagura is still a fledgeling series, and the people who are likely to watch YouTubers play it probably already knew about it as well.

It's becoming more popular, yes, but managing media that's racy is hard when you're at the biggest gaming conference in the world and it's not just the t-shirts watching, but the suits as well.

And I can't really comment on balance since I haven't played online yet, but for what I remember reading the Bazooka was the top choice.

Bazooka, twin pistols, and the rifle were the best. The Bazooka has a big blast radius meaning dodging it is hard, and the other two had the fast dashing/sliding for evasion. The other weapons were either garbage (single pistol), or niche (sniper).

Yes, you can put any outfit on any girl, so it's possible to have a full team on competition swumsuits, but again, it's only available as dlc.

DLC costumes/accessories in these games only need to be bought once, and can then be equipped on anyone.

There's usually bundles containing several items together, but you usually can buy each thing individually too. I don't see why it'd be any different for PBS, so you should be able to just buy the competition swimsuit all on its own and be good to go there.

Considering how much you love competition swimsuits, and the fact that you can make them wet and see-through in this game, something that most other games that actually do have them doesn't do, and the fact that you can also dress up every single character in one as you see fit once you've got it, I'd imagine this would be worth the purchase for that alone.

The game has an extensive mode for posing and dressing up the girls, too, so you could get a lot of mileage just from that alone, it sounds like. And who knows, maybe you'll find the actual gameplay fun, too.
