A 1 luck Jinxed build in FO2 is technically a luck build.

Fallout 4 is surprisingly fun with a luck build. You end up swimming in caps, finding great gear, and constantly getting saved by the mysterious stranger. Every so often when gaining XP you get a bonus accompanied by the most hilarious retard laugh I've ever heard. On top of that you can get a perk where enemies bullets miss and bounce back to kill them. Had a great time playing a character called Mr. Lucky.

I hope you're joking. The laugh got fucking annoying almost immediately. I can't even believe they thought it was a good idea, it absolutely fucking destroys any slight chance of the 'immersion' that fallout 4 can offer.
It was probably the icing on the shit-cake for what a bad game FO4 was for me.

AFAIK no stat affects crit chance but strength makes them do more damage
