I feel that its 30fps for Xbone parity, they will be playing on the same servers so 60fps vs 30fps will create an unfair advantage.

Also the 4k/60 is the same way 1080/30 has been advertised, it will actually be 4k with many drops below 60fps

Consoles will probably never hit 60fps as a standard because more often than not the graphics are optimized to hit the 30fps mark as the lowest low no matter how much horsepower the console has. If the game can run it a bit faster than 30, that just gives them an excuse to tune the graphics settings a bit higher.

BF1 and CoD are both 2880x1620 on PS4 Pro in SP and BF1 is 1080p on PS4 Pro in MP, and runs nowhere near 60 FPS.

The console audience does not give a shit about higher refresh rates anyway and consoles barely can hit 60FPS already. No reason to target something next to no one in your audience cares about.

The Ark dev also said the PS4 Pro was as powerful as a $900 PC.

you don't know what changes have been made to the engine for Destiny 2 though, so how could you possibly say for certain that the Xbox One X should double the framerate of the base Xbox One when the CPU clock speed is only 30% higher?

All I'll say is that there are certain paid tiers of hardware access devs can apply for. Any team that wants to do something with a higher FPS count, RAM usage, ect. need to go through extensive QA with Microsoft, which is very expensive and time consuming. Microsoft appears to be really worried about system resources.

Yet MS fucked it up on their most recent opportunity to do it right, Forza Horizon 3.

To be fair though most racing games do look pretty good and there's usually a lot of extra detail in the cars physics. It's not like they aren't taking advantage of the extra slack.

the fuckery of the architecture comes not from that but from how those cores are addressed which is through a ring bus... so each individual ppu has a slightly different instruction pipeline time. that is what made programming difficult for it. naughty dog did an amazing interview/talk about it back in the day, you should look it up
