Oh God, no. That beginning Temple level is really fucking awful. The typical guns/lockpicking/speech build is viable in every other area except for that godawful Temple area. Locking you into melee at the start was really shit.
Even Fallout 1 gave you that option. Your starting inventory has a gun and some bullets and a knife. And depending on your tag skills, it gives you additional items based on your playstyle.

It's possible to do an ironman run of it at 2 EN (or 1 if you don't feel like borderline cheating with Gifted), you just need to figure out how to abuse some systems (gaining gratuitous amounts of early game xp via locking doors/doctor usage/skipping the established order of Arroyo->Klamath->Den->Modoc->Ghost Farm->VC, etc) and knowing which perks to avoid. There's a decent amount of metagaming and cheesiness involved, but some of it boils down to common sense.
It gets better, there's a late-game perk that gives you an additional (10*Luck)% chance of landing a crit. With 10 LK, every shot you land is a crit and a Better Criticals shot to the eyes has something silly like a 50% chance of instantly vaporizing your enemy, and failing that it "only" does a truckload of armor-bypassing damage. The only thing that actually puts up a fight is Horrigan because of his modified crit tables.

That's because EN is a dump stat and what kills you are ridiculous crits.
Horrigan seems to receive terrible damage from burst weapon crits. Seen him hit for 200+ from one Bozar burst.
Trying to do a melee run of this game is suffering
There's no weapons for you and you have to really hope they miss 70% of their shots or you're screwed

If you didn't tag melee you're better of punching than using a spear.

jk. haven't played that one as much, consider taking the one-hander trait. It gives +20% to hit with 1 handed weapons and -40% to hit with 2 handers. Should help with the machete, 10mm, and 10mm uzi you will often use in the early game.
Later in the game 1 handers become less effective but you can take the Mutate perk to replace 1 hander with something else, if you don't want to take a trait that actually does something just take bloody mess.
Barely visible hunting rifle in the toilet of abandoned vault. You can eliminate all khans easily with it and load all the loot on Ian, he has no weight limit.
The whole point of Mutate is admitting you fucked up or doing some silly Finesse->Fast Shot three levels before Sniper build since it acts like a second bonus rate of fire
If you go one handed you're hurting the hunting rifle, double barreled shotgun, and the burst shotgun, all of which are pretty decent early-midgame weapons, in exchange for a rather paltry accuracy boost for the .223 pistol and alien blaster, assuming you're lucky enough to find it.
Evidently it doesn't hurt Unarmed weapons though, so it's still pretty ok.
Prety sure it's possible, Gifted alone gets you about 8 points short and the game is full of places where you get the permanent stat upgrade

Small frame gives +1 agi, which means you can actually be a madman who goes through with all of that and still have a semiviable build

Does restoration mod fix pariah dog? It drops your luck to 1 and gives you jinxed.

Restoration Patch also adds in a permanent +1 agi boost to EPA which might be bugged so that you can keep using it, depending on the RP version, so the extra point of str from bruiser is negligible.
