Will they ever get back into the console business? They have a ton of great IPs and could potentially really shake up the big 3. They make bank as a publisher so they must have quite a bit of money. I'm not sure why they don't do it.

They should test the waters and get developers' feet wet by at least releasing an SBC with some hardware that they'd be looking at using. Particularly more amateur leaning devs.
Several reasons:
1. Breaking into the hardware market is extremely expensive, especially if you don't have any exclusive gimmick
2. Sega hardware since the Genesis has pre-existing bad juju (except for the Saturn controller)
3. Their IPs aren't strong enough of sellers to convince millions to buy a console specifically for it
4. They already are comfortable publishing for the existing 4 major platforms
It literally makes no sense for them to try wedging themselves back into console hardware unless they wanted to burn money.

Microsft could partner with SEGA, and have the next Xbox be under SEGA's brand name. Microsoft could handle the console manufacturing whilst SEGA handle first software and partnerships, support, etc with third parties.
They should release gamepads. Counter against microsoft's sidewinder=>duke move.
They should release a new controller kind of like if they were making it for a new console - get creative with it.

I'd be happy with a new budget $15-$30 games of outrun or golden axe, or shinobi
and get the license to either something like corvette and make a set out made up sport cars specifically for a new outrun so it doesn't have to dissapear as soon as the deal expires

I think the time where dedicated Videogame developers made consoles is over. YOu need to be a multi million company that has other fields like technology (Sony) or Software (Microsoft) to stem the financial risks of carrying a console, that is somehow competitive in terms of specs. Nintendo seems like to be a lone exception to this rule, but even they can't compete, because they just can't sell consoles on a loss, like Sony and Microsoft.

Why would they? Consoles are currently a terrible market to be in. Most customers will end up comparing you to Sony and Microsoft immediately, and given that both drastically undersell their consoles, it is basically a losing proposition unless you have several billion in the bank.
Plus, most of the current audience wasn't even alive when Sega was making consoles.

what could they offer that we don't already have? We have 2 redundant consoles in the form of Xbox and PS. We got Nintendo with the gimmicks and then PC for the freedom. All the bases are already covered.

Sony survived the previous generation with failures like the PSP and PS3 even though the company as a whole is only barely in the black so it's not like being the weaker side of a generation will literally end you
