The original Wolfenstein was not banned in Germany. It was on the index of works that are harmful to minors, which means you have to be 18+ to buy it. The game didn't have a publisher in Germany either, so when someone requested the game to be put on the index there was no one there to protest that so it went through by default. The game was removed from the index in 2012 because Bethesda requested a reevaluation.
