Can't someone just make a big superhero sandbox game where it's just like, all of that hero's villains are somewhere on the map and you just have to go find and fight them all? No real story, they're all just robbing a bank or chilling in their sewer hideout or holding city hall hostage or some shit and you go there and exchange some banter as you fight.

Well, if Anti-Venom happens in this game, it'd happen in the game itself. The footage we saw from this E3 revealed that Spider-man didn't know that Li was Mr. Negative, so it looks like the game is going through Mr. Negative's story arc in some manner rather than it having already been established prior to the game.
