There's a demo available on JP PSN, but for some reason they thought it would be a cool idea to give the free demo less content than the old one so you don't get to see much.
My guess is because it's a low budget spinoff that probably started as a Shining project.

the gameplay is like a musou but way slower and with only a handful of enemies at the same time so you don't even get the satisfaction of slaughtering literal hordes
Because Japanese hate guns in military setting and as soon as you show guns in military setting, you'll lose a good chunk of your sales. Also if it isn't set in a Japan or Japan-like environment, nor a school setting most children (your primary market) won't be able engage into it. Also Japan is ruled by cute culture which is pretty hard to hand in hand with a violent military setting.
Basically blame Japan demographic audience. frankly I'm surprised it's not Vita.
I too am baffled. It's just one mistake after another:
1. They literally said in an interview that the 2nd game came out on PSP because they wanted to push out a sequel as quickly as possible since the interest in the first was high.
2. Changed the setting because it 'sounded cool' and to cater to a broader audience.
3. Failing to localise the 3rd.
4. Changed genre because the sales of the 2nd and 3rd weren't so hot, not realising that maybe it's because you didn't release it outside of Japan and that you switched to an underpowered machine so the graphics are poor by comparison to the first.

A friend of mine pre-ordered this and I honestly feel bad for him. He doesn't even like JRPGs and anime games, but he'll buy anything SEGA puts out that isn't Atlus or Miku because of nostalgia. He liked Chronicles for the battle system, I wonder how far he's get till he drops this.

They keep trying to make it appeal to the Japanese like it when they don't like it.
Appealing to Americans is a bad idea though
The first one appealed fine to the western audience and did better than expected over here while it underperformed in Japan. Everything started going wrong when they upped up the anime to 11 for 2 in order to try and make it appeal more to the Japs who didn't like the series in the first place.
Price isn't the issue, its time. The gameplay is too slow to be Tecmo Dynasty Warriors look alike and the battles are too simple to be strategic chess. It fails at both.
Every single person who played the demo or imported said the same thing. I don't wanna touch upon the lack of budget, because it becomes obvious. Think the length of MGS4 cutscenes with 3D models that aren't animated, not even the mouths.
It's busy work. It's work-work. No payoff. Time is more important than money. I suggest you Google import reviews that tear it a new asshole. This is also my personal preference but VC1 and VC3 had good are direction, Revolution looks so mediocre in character design and aesthetics. The game was a PS4 exclusive until SEGA stopped treating as AAA and wanted to recoup their investment so out comes the Vita and X1 ports.

JRPG gameplay is at its best right now. SNES, PS1 era JRPGs were the ones with bad battle systems because they were going through a big experimentation phase at the time.
I unironically like Neptunia for it's gameplay.
