DP will always be the most retarded input in fighting games and only exist to make it easier for developers to make lazy sets of special moves. There is no reason that 632 or 33 can't be legitimate input motions. The former just requires that you don't have HCB motions on the same character and the latter just means you have to admit that needlessly complex motions are not a "skill barrier".

Thats your first mistake. They're extremely advanced characters that take a lot to master but if you can master them you unlock a lot of options. They're fitting mascots for the series since its something you have to work up to.

I'm not saying it doesn't fucking exist, i'm saying there is no reason for the DP to be so popular when there is a much better alternative.
Motions don't just exists "because" you retard. There are many reasons why motions exist, one of the main one is because they help to balance moves.
The traditional DP motion is inherently aggressive, because it's a forward motion. When you are doing a traditional DP motion, guess what? You aren't blocking. You're committing to your offensive buffer and leaving yourself open to being hit in neutral.
Then look at a character like SF4 Fei Long. His DP motion is the reverse of a traditional DP motion. This is because SF4 Fei is a defensive character. They've tuned his DP to be defensively strong. If I'm playing Fei Long in SF4 I can be so close to my opponent in neutral and I can still buffer my DP relatively safely, because the back motions mean I am blocking for most of the input. His DP is vertical as fuck as well, which is another way he's been balanced to be strong defensively. If Fei is right in your face you're not jumping, no matter how close he is to you.
Motions have nothing to do with being an execution barrier. 99% of singular inputs in all of fighting games aren't hard in the slightest. Things like tight links and spacing are what create execution barriers, not baby shit like doing a simple motion. Even the notorious preztel motion isn't that hard.

Execution barrier is definitely a thing, but you're right about them balancing out the characters. If Guile could sonic boom with a qcf+P then it would completely change his game around. He would probably be a shitty character, now that I think about it.

I've seen many players do a full block string with perfect inputs and multiple 1f links, get in a hit, then end up dropping a combo to a fireball motion instead of a DP motion because how unnecessarily close the two are

No, he wouldn't. Quite the opposite. Guile has the best fireballs in the games he is in frame-data wise BECAUSE they're charge. He is sacrificing his mobility to be able to have such amazing fireballs. If Guile could just boom whenever the fuck he wanted without charge he would be broken as shit.
I've got some good news for you friend. 33 is already a shortcut and a great one at that in street fighter, because you can do it while crouching giving you even more time to react to things before they hit you from the sky.
632 is just a janky input that would be a lot easier to buffer defensively thanks to it's ending.
632 would make a great reversal motion.

if you didn't have complex inputs for special moves you would end overlapping inputs with regular moves and pokes while simply moving around. you don't want that.
it's also for balance, because such inputs, for such strong moves, have to have input that require 1f or more
The risk in deciding to do a difficult combo for the extra damage is part of the game. He understood that there was a chance he could fuck it up. Where do you draw the line, is walking and jumping too hard? Why are there 6 buttons, why not 2?
Some inputs are esoteric and they failed to stand the test of time, new games today don't use pretzels, triple half circles, and all kinds of other funky shit, because quarter circles and half circles and shoryukens are enough.
By the way, some games dohave moves done like 22, or 64, and the speed at which you can input that in any situation is part of the move's design. They're usually teleports or quick utility moves like a stance change.

If I walk in with guard adv. and you dragon punch a flash kick I'll just have to remember that whereas if you charged it, you have the option for sonic boom and flash kick, which is pretty obvious.

If boom and flash kick were motions with their frame data you would never be able to beat Guile. You would never be able to get in. He would just keep throwing booms eternally and flash kicking you on reaction every time you tried to jump.
You don't understand how Guile is balanced. When Guile throws a boom he needs to do a forward motion. When he does his forward motion he loses his down charge and needs to get it back before he can flash kick. This wouldn't be the case if he was motions and he could just do his quick as fuck booms and bitch slap you out of the sky every time you tried to do anything about it.

Guile's whole game is being able to block while using specials. He's designed around it. If you have to qcf, you let go of block which leaves you marginally more open than just hitting forward and punch. The amount of time it would take for you to do a boom on reaction and follow up is almost 500ms wider than it would be to hit forward and punch.
If I throw you, meaty roundhouse wakeup, and go for another throw, I'd be able to do it because you have to qcf+P instead of hit forward+P. The difference is that big.
It applies to every game guile is in. You don't understand the fundamental concepts behind fighting guile.
If Guile walks towards you then he doesn't have either charge so you don't have to worry about boom or flash-kick. If Guile is walking backwards he has back charge but not down charge. If Guile is just crouching there like an asshole he has both charges etc...
You need to apply this to everything Guile can do, because he has a lot of things, such as command normals, that will leave him with one charge, the other or neither. You need to know this shit if you ever want to stand a chance of beating a good guile.
If Guile was motion these weaknesses wouldn't exist. he could walk you into a corner with booms and just flash kick you on reaction, even while walking forward, every time you tried to jump the booms. He could do all sorts of dumb shit that would make him an almost unbeatable character if he was motions in every game he is in SF2, in SF4 and in SF5.

Being able to dragon punch a flash kick is no different than being able to shoryu. Just because it has more invuln frames or comes out faster doesn't make it unblockable or somehow impossible to read. He would be just as bad as any other anti-air character, it's a wonder people don't get up in arms about him being so slow in the first place, next to Nash in SFV there are literally no charge characters with speed like his, and the other charge characters have motion specials like Vega and Bison, and they get opened up a lot on counter. It would be a nice thought but the numbers just don't add up. He would be worse, not better.
