Yes, but you can enter to the "dragon conversion" right after an air dash or a full jump if you hold the button (y or x respectively)
Online, I only see people ground dashing and imo, rushing into your opponent then air dashing back is way less predictable

charge have 2 states "normal" and "full".
You can enter the normal charge by landing or dashing, but for the full charge you can do it by :
- holding the ground dash (what you are refering to)
- holding the jump button (you jump and keep holding the button, after you land you'll enter the full charge phase)
- holding the air dash (same as above but with air dash)

Full charge causes Minmin to get her dragon but people only use the ground dash method making them predictable

I do, and people gang up against me because of that.

The problem is that it's fucking hard to understand it and how to use it :
- it can be used when he have a charge
- you travel more distance going to the side than forward
- you can't punch in the special dash (and keep the momentum while punching) but you can buffer the punch to use it "out of dash"
- you can punch with the charged punch only after the first special dash if you have a normal charge

When I've used him in GP my main strategy was to either "special dash" once then jump + punch or just punch, dash twice then normal dash+punch (so that you keep the momentum) or use the auto cancel toward me then go for a free grab or punch.
He isn't hard to use input-wise but there's so much options given AND removed by this shit that you need to relearn basic controls of the game
