the watchmen are based off the original versions of these Charlton comics characters
it's just a neat way for things to go full circle
plus 2 of the other universes in Multiversity are Fawcett and Quality so you need to put in Charlton anyways

Because using the Charlaton characters makes more sense since the Watchmen characters were based on them in the first place and the residential Multiverse already has alternate versions of those characters. It's basically a clever look inside joke, sort of. Watchmen characters don't exist at all within the universe. Plus Morrison was smart not to touch with Watchmen because that's sacred and all, unlike Geoff Johns.

It's DC, not Marvel, and each has a billion characters. I'm not sure anyone can really say what is canon and not canon any more.
