How many years has this mod been in development at this point? It's neat they're doing technical things like working on dynamic lighting, but they seem to have the same problem that Valve had where they're more interested in adding technical engine gimmicks than finishing the fucking game.

Approximately fucking forever. The free release took long enough to happen (I still remember the complete shitshow that was release day) and it's seen an additional five (5) years of development after that.
I haven't played Half Life in forever but why exactly are these Xen sections taking so long to reproduce? I don't remember them being too long or massive or anything.
A good plan today is better than a perfect plan next week.

Swap source renderer into a custom deferred one, but keep the god fuck awful source shading and material system and they will use the dynamic lights only in few locations ...

Ya know, I fucking love dynamic lighting and shadows, and a decade or more ago I would have LOVED this gif, but today with a deeper understanding of lighting and global illumination, that shadowing is so fucking wrong. First off, the shadow would be significantly wider than that. Second, it would be a lot softer. Splinter Cell did a better job in fucking 2002.
Dynamic lights are overrated and they almost always looks very artificial. Very few games properly implement lightmapped global illumination. Updated source engine is one of them.

Non shadow maps GI is a relatively new thing, and obviously an engine from 2004 wont support it.

I just said so, the Source engine does. When I said "lightmapped" I meant pre-computed.
Don't think GI is a new thing, it's not. It's the simplest and oldest method we know of rendering something. It's also the most expensive, by far. We use some form of raytracing/GI to render lightmaps since Quake 1. Source just happen to be better at it, CS:GO in particular.
It's not proper GI, as in no refraction/reflection, but those effects are very hard to implement anyway.
The Witness has some tasty GI, the programmer wrote an article on radiosity if you're interested

It's a port and it's running on Source engine, it shouldn't take this long.
