Fuuka isn't boring, she's the most fun person to discuss technology with.

But Fuuka is boring. If you didn't have to save her and she was the support character, would you honestly care about her? Her personality literally boils down to "Kind, shy nice girl". Her Persona awakening scene is probably the least impactful one of P3 as well, muh gyaru friend(who bullied me) is now leaving, oh shit now my Persona is evolving.

She's boring because they have her the axe. Metaphorically, the literal part is unrelated as she has a halberd. Hifumi was also supposed to be a party member.

To be fair, I never cared about her.

But P3's cast is bloated and I don't care about half the cast

Fuuka's awakening doesn't affect other people, true.
But why is that important? does everyone need to be connected to be good? Can't characters develop on their own and find their own growth outside their team?

Oh, if only such a thing were true. Sadly, Chihaya, Ohya, Haru, Ann (good character, boring romance option), Wakaba, the girl from Ann's SL, Little Smoke's mom, and your waifu are in the game.

Actually I now just realized why I found her boring, she stays mostly the same throughout the game compared to everyone else.
Junpei went from jealous jerk to someone who grew up from the experience of falling in love and losing said lover.
Yukari went from bitch to someone who got over her past and looks towards the future.
Mitsuru went from cold adviser to someone who is still getting over the loss her father but won't let that stay in the way of her better judgment.
Akihiko went from training idiot to a guy who lost his friend and wants to move on forwards despite the loss, because that's what friends do.
Aigis went from a robutt with some varied emotional responses to something that can be truly called human, not an imitation.
Little Shit(Ken) went from jealous revenge seeker to an atoner who won't let revenge cloud his mind anymore.
Koromaru even changed since you first got him, he used to just be a dog with a persona, until he became a loyal little buddy who fights alongside you guys.
Hell even motherfucking Shinji changed since his first appearance. He came to terms with his mistakes from the past to let a kid continue living and not be like him.

Meanwhile Fuuka goes from nice guy to... Nicer girl? No seriously, think and even replay cutscenes and see how non-different Fuuka is from her first appearances to her last ones.

She's an Empress. Just a recycle of Mitsuru's social link. I want to think she's cute, but when she tips her hat she looks like she's bald.

When you first met her Fuuka had no goals of her own, no motivations, she was just nice because she liked being needed.

After Natsuki and Fuuka talk in the rooftop Fuuka asks herself what drives her to be like she is, and it's this questioning of her own person that shows her what kind of person she truly is.

Lucia is blind-folded because Fuuka is blind to her own person, she knows nothing about herself. Then when she finally looks inside herself and finds her core, her motivations, Lucia moves and Juno comes forth, a multi eyed being who is no longer blinded by anything.

It's saddening to see how many people are ignorant to this and pretend there is nothing going on for Fuuka without making the minimal effort to try and understand her.

She's next on my list. Is her happiness dependant on me? I assume he's the mementos target. Why didn't her friends help her before?

Haru was introduced way too late in the story. Futaba was already pushing it, but she makes up for it by being best girl with a kickass fucking palace. Meanwhile Haru is just kind of boring.

Her SL wasn't really about her as much as it was about Flippy McCripple and Two Faced Bitch. She needed more focus for me to give a shit about her romantically.

Ohya is better as an NPC than as a confidant. I like how her SL ties into the story a little but I just really don't care about her. I never felt close to her or anything.

Well considering that this a game that focuses on both internal and external changes of the self, I think having just as much external change as internal is important for one of the main characters, especially one so integral to both gameplay and story of the game. So Fuuka's goals changing is fine, but that being the only change with us not really seeing her externally change as much as someone like Akihiko is a problem, because once again, she is technically more important than half of the cast, with Mitsuru, MC and Aigis I believe being just as important. Knowing more about herself is also fine, but does the party know more about her after her awakening? Does she open up more, talk more or be more active in general?

Fuck no, instead of some of Fuuka's lines change and you can see some changes but not important ones, so you're made to believe that she changed like the other characters when she did not. But you know maybe that's the point, as she's meant to be the support character so her changes being more subtle is probably to be expected so maybe I'm just expecting too much from her. Still doesn't change that she's a boring character though. Atlus probably realized their mistake with her and made Rise and Futaba show more changes in the story and more interesting characters, as a result of Fuuka, the original support being lackluster both departments.

She does, right after her awakening and Ryoji telling them what's going to happen Fuuka is constantly supporting everyone around her by opening up and sharing her own thoughts to them, this is a big morale boost to everyone and contributes to the choice of fighting Nyx.

Fuuka's arcana is the High Priestess, it indicates profound knowledge of oneself, and she reflects this perfectly.
Yes, she's not a loud attention seeking person like Rise or Futaba, she's much more reserved and subtle, and that's why you have to make an effort to see beyond the surface.

Fuuka isn't going to jump at you and show off, you need to seek her out and pay close attention to fully understand her.

I agree with everything listed OP. Felt like she was shoe-horned into the game as an after thought. Top that with an annoying voice to acompany her random dialogue which never added anything (except on shidos ship, that was the only time I wasnt annoyed by her) and she was just soulless. Nothing memorable about her. And a stupid hair cut.
