As you can see I'm not a big fan of Sunshine.
The only valid complaint I've ever seen here about this game is that the lives system is shitty and at odds with the game itself. Game over or not, you're spit into the hubworld. 1-Ups are an incredibly weak reward that serves almost no purpose. That specific element is shit game design.
I'm tired of people pretending that this game is good. Level design is far more important than movement, and Mario 64 does not have much good level design.
Mario 64's level design is serviceable. Unfortunately, the levels that are heavy on water are easily the worst, while the levels with actually platforming account for maybe 2 or 3 worlds.

1 ups in this game are super plentiful. Each star you can usually get one or two on your way there. There usually not very challenging either so it's not really a "reward". Usually you'll find them in a box on your way or on a pole or something.
You're right about game overs. It's really not much of a difference compared to just losing a life other than wasting a bit of your time. I don't know what you could do with lives/game overs other than just removing them entirely, because punishing the playing by making them redo missions or something when you game over wouldn't be very fun.
This and the camera being shitty at times are really the only problems I have with this game and they're both not too major. I replayed it recently and the only time I had issues with the camera was tick tock clock
I feel like removing them altogether would have made it a more cohesive package, either that or replace them with a collectable that yields a reward eventually. It doesn't ruin the game, but I think it is a valid criticism, even if it's really small.

It doesn't necessarily take away from the game, but it is a mechanic that doesn't add anything.
Dying sends you back outside that painting. Game overs send you outside the castle. There really is no punishment to getting a game over other than wasting a bit of you time walking back to the painting.
But you are correct that it doesn't take away from the game. Just kind of a useless mechanic.
