Andromeda is undergoing 5 month "polish" cycle. The polish time was offered to Bioware prior to release but both parties decided launching Mass effect next to Destiny was a very bad idea for the brand. They opted to release "early" and do the 5 month polish cycle post-release. After this point, DLC will begin to release to help counter Destiny 2's DLC cycle. The game is meant to soft compete with Destiny 2 as a means to diminish and prevent Destiny being seen as "the" sci-fi series. D2 projected by EA to sell half, at max, of the first title based on player interest and community trends.
The whole point of this is to get interest back by viralling Andromeda as a "fixed" title and keeping the community for the long haul. ANTHEM is not meant to replace Mass Effect, it is meant to destroy Destiny, like Rock Band v Guitar hero. And just like many times before, Activision has already fucked the Destiny franchise and cleaved the audience in two. That audience will embrace ANTHEM despite Activisions "viral marketing" sabotage aga9inst EA properties.

Rock and a hard place. They launch the game "late" and next to Destiny and hundreds of millions in advertising and they might just end up Titanfalled. Nobody expected Titanfall 2 to flip as it did, and this is one of the reasons Andromeda had to launch "early", it launched within the last fiscal year and EA has to report to its shareholders. They get fucked hard and lose billions of shareholder confidence decreases after lowered earnings.
The reason bioware is not commenting is because it basically would be an admission that this polish cycle was planned and that the game quality was sacrificed in one way or another. But when they announce the upcoming DLC cycle they hope the hub bub has died down and they can move past it.

From what I understand, they are adding full squadmate control like in the original trilogy, so you can line up crazy combos and such. Such an addition is big enough that they probably will not miss the chance to rebrand like they did with "the director's cut" of Mass Effect 3. Most of the DLC (maps, etc) were completed during the 5 year dev cycle. You will see the status of a number of these "shuttered studios" change drastically in a few months.
