I'm pretty sure user exaggerates though I can say that in some former shitholes (Easter Europe) there was a pretty big internet /telco boom.
I live in one of those, in relatively small city (80K population) and there are 4 ISPs that offer fiber and you can get 250Mbit/15Mbit for roughly 12Euro/month here, no FUP bullshit completely unlimited.
Anecdotal evidence, I realize though I heard a lot of similar stories from the people of others post commie countries.
