The game leaves it some what vague. It is thought that with each Arcana that is beaten that the people who were effected that month are cured. Which is why they pile up leading up to the full moon and suddenly disappear after it. Presumably after Nyx is beaten all of them recover. Otherwise that city is fucked because there were a shit ton of people with apathy syndrome leading up to the fight.
