Evil is pretty flexible term. Depends what you put as ultimate good - safety or freedom. Not to say order/chaos shenanigans are one of main themes of SMT games.

Doesn't mean it was. I find it very hard to believe that the villian of a Japanese game was rewritten to be based on an American canidate who only got popular a few months before the game's Japanese release.
