See I think you could. He completely and miserably fails at something like Ninja Gaiden because he tried to be original but he's a talentless hack with no ideas. But with DOA, 5 was good in no small part because it is so derivative. They took what people liked from a long running series and built on it. Sure, they have lots of stupid and terrible ideas like a garbage stagger escape and comeback mechanics, but the good unoriginal part is still there.
Even without being a good game designer, as long as you play it safe, you could deliver a nice fully-featured DOA that people like and play for years to come. I'm fine with an iterative sequel here. It's been long enough. Just remove stagger escape.

You can't mod DLC costume slots in, but you can swap costumes on the Steam version. So basically yes. Look up lnk reshuffle. There's a tutorial on the Steam forum.

Every acceptable game he's made has been hugely derivative. He always has a pre-existing successful pattern to work with and the games tend to be good in spite of his terrible ideas. That's true of NG, DOA, and even with Nioh.
The only game that felt more like his original vision was NG3, and it was terrible. His ideas for the series included a morality system, one weapon, and the idiotic SoB QTE system. When it completely failed, they made RE which relied on NG2's proven mechanics.

We know the extent of his stupidity when it came to NG3 because there are tons of personal interviews and comments that showcase all of his terrible ideas and decisions. Things like how he wanted the one ninpo magic in the game to either make enemies surrender or kill them, how dismemberment was axed because he thought it was unrealistic that a magical ninja could chop someone's arm off, and how he looked like a coward when he went back on that for RE.
I know you're the one guy who raves about RE because of armor break state and Cicada Surge, but you're crazy if you don't think it's fundamentally a return to NG2's gameplay with gore and OTs.
Also RE's combat is still fundamentally broken. Look up Ultimate Ninja challenges.

What did he mean by this? Pretty much every fighting game series nowadays has a base vanilla version main entry, then supplemental upgrades later on. The only ones that don't really are Tekken (which, the console version is the upgraded arcade version), and KOF. This isn't an issue that's exclusive to SF/Capcom.
