Some charge characters are legitimately a little dumb. They may seem complex, but it's more of a technique or execution barrier than a thinking one. Since you have to charge your moves, there's generally fewer routes to play out the game with your character. Because of the limitation of having to charge though, they usually have strong specials to compensate. Balrog is ridiculously strong for instance, and his combo and comeback potential off of a single hit is ridiculous. Guile is also a lot more braindead than he seems, since it's usually just "throw out a projectile and set up a crossup or anti-aircraft". Characters like Urien and Alex have a lot of options though and their respective strats require a little more thinking. LTG is usually just butthurt and gets mad at whoever he's bad at fighting against, dude bitches about everything. He's honestly not bad at the game, but he goes full tilt the second he loses his cool, it's insane.

Forgot to mention that charge characters can't do shit on reaction as easily though, so you do have to get good reads to pull off some of their shit. They're definitely not as complex as characters like Ibuki or Kolin though.
