There are no soft consonants letters. To make the consonant soft is used 'ь' letter. eg:
Eль[jel](soft l) и ёлкa[jolka](hard l).
Also 'ь' and 'ъ' are used when we need sound [j(й)] before vowels: вьюгa['vjuga], oбъeкт[ob'jekt]
