While the game isn't a complete piece of shit, it has critical balance issues. The game was already wounded and MYM salted it, and it's begun to fester. Hopefully the pyro update (and it won't be named that since there was one in 2008) will turn the game in the right direction and fix:

once the rampup penalty is removed heavy will be in a good spot. the problem with heavy isn't that he's not effective he's just boring as hell to play. he needs new weapons that are actually fun to use and don't suck.
His fundamental mechanics are what's boring. He can't move and shoot at the same time (at least, not to any degree that matters). Most of your time is spent waddling to the spot your team already reached 2 minutes ago without you. Not fun in comparison to Scout or Soldier.
The problem is Heavy by design is not very skillful or "fun".
He is a walking tank that has less movement options than 90% of the classes and their unlocks. The Sandvhich gives him an alternative role that can change up how he plays slightly, but at the end of the day he is still a defence power house who can be effective at pushing if he has healing. I can't think of a way to make him fun in the same way Soldier or even Spy is fun.

stock/sandvich/gru is already stupidly fucking good, he only falls out of use because they take all the tactical depth out of the class and he's still too slow for 6s
Same reason people dress up in physical reality: because they like looking good and like showing off how much cash they can afford to spend on aesthetic shit.
But it's a video game, you don't exactly operate in the same realm of social expectation and hierarchy.
the ramp up could be his saving grace though.
Instead of a ramp up, just make his minigun fire faster over time. That way, the longer you are exposed to a heavy, the more dangerous it becomes.
Heavy doesn't need any sort of nerf regarding his damage output AT ALL. It's already severely limited by range and the heavy's own speed. If you just got fucked by an ambush heavy, it's your own damn fault. Heavy is a weak enough class without such things

Would a Super Nailgun type weapon for Heavy be too OP? It's not fair that the Syringe Gun is the only Nailgun in the game. It's a fun weapon.

300 base health and a 300+ dps hitscan weapon is not to be taken lightly, even disregarding the rest of the kit and the inevitable medic

No matter how competent the Heavy player is, the basic limitations of the class limit his ultimate effectiveness in the fight. Same boat as Pyro. Ask any high level Pyro or Heavy main this, and that's the answer they'd give you. Heavy's existence is invalidated by Sniper. No other class in the game is hard countered as much as this, not even Spy since Spycicle and DR exist. In an organized match where you know that the enemy team is running Sniper, the official heavy strat is "don't move forward until the sniper is dead." Even after this, Heavy is just target practice for Demos to practice pill aiming with and soldiers to practice leading rockets. Both of these classes can launch their projectiles from outside the hyper-lethal zone of Heavy's minigun and because Heavy can't really move while shooting, he can't keep up the offensive while sparing his own life. In terms of being the core element of a push, Demo does everything he does but better. In terms of holding a perimeter, an Engineer's sentry gun has better damage, accuracy, and range, with Heavy only really being superior in the rare case that there's not enough time to build a level 3. He's really only good at denying bombers, but Scout can also do that job too to practically the same effectiveness, and Scout can do way more stuff on top of that too.
Come up with those shitty weapon ideas.

What heavy really needs is better mobility (or at least better tools for disengaging from fights), sustainability beyond relying on Medics/Sandvich, and some sort of combat niche, even if it's just "tank guy"
They should give heavy a riot sheild type primary replacement for playing shotgun heavy

What I think might work is to give heavy some innate damage resistance when fully spun up (in exchange for slower spin up speed) and the ability to be healed from ammo boxes in exchange for less ammo (Like, a medium box gives 25HP and 75 ammo instead of giving 100 ammo)

I don't think thats what makes it unfair though. The thing thats actually annoying about the DR is that regardless of if someone is actually using it or not, if you kill a spy you immedietly have to sweep the area just in case they were using it. Which isn't fixable.
