Stormcloaks have a terrible leader and horrendous management.

The empire have much better leaders and are managed like a well oiled machine. They also have the wisdom to do things like put Maven Black-Briar in charge of Riften where she can openly feed the empire money and resources for putting her in power and turning a blind eye to organized crime, something that was already happening for free anyways.

Maybe the Third Empire, from what we've seen the Mede Empire is kind of a clusterfuck right now. Cyrodiil recovered from a civil war some decades ago and power struggles are really common as we see in Skyrim with Titus Mede II and the Elder Council.

Titus Mede did a pretty good job in the war against the Dominion. They were outresourced and overpowered but he still brought it to the best close he could. A lesser emperor would have crumbled, and Cyrodiil would be Dominion territory.

By the end of the Dragonborn DLC, the main character can fly on and control fucking DRAGONS AND Summon the ghosts of the three Fallen heroes of Sovngard to fight with him. He alone can take on the entire Aldmeri Dominion and emerge victorious.
IT DOESN'T MATTER if Ulfric was placed there to weaken Skyrim, his cause is just, and he's not a SPY since he doesn't KNOW that he's being manipulated. He's just fighting for what he believes in.

Going by how Daggerfall's canon works, everything that happened in Skyrim, except things that directly clash (empire winning vs stormcloaks winning) is canon, with the clashing ones being decided by Bethesda. That's how a dragon break works. All different interpretations of events happened when it ends.

Not all games end with a Dragon Break, though. I think only Daggerfall does it. The other games is explained with the concept of Heroes and the Event.
