I'm trying to emulate Xenosaga but everytime I get to this one cutscene the game breaks, pic related. I've tried using a different ISO, tried skipping the cutscene, tried the mpeg video skip hack, but nothing will let me get past this.

Not really. It used to be shitty now most games are totally playable. I have a ps2 in storage but fuck dragging that thing out and hooking up a crt. I'd rather take 30 seconds to emulate.

Does this happen in both software and hardware mode?
I tried a newer dev build and the problem persists
I also forgot to mention that in the first post, it happens in both hardware and software. I thought it was a problem with the ISO but I downloaded a different one and it still happens

I'm not the op and I'm not too stupid to just google settings that work. I'm emulating VP2 right now which is considered tough to emulate.
Tried OpenGl drivers instead of the ones from your GPU?
Didn't even have to. Just had to toggle a few of their hacks and change a couple other minor settings. Like I said ps2 emulation has really improved.
