It happens during the final battle of Etrian Odyssey 2 Untold's story mode.
You can also induce it yourself during normal battles if you want since his theme starts playing whenever he goes NO MORE GAYS mode, but you'll probably have mixed results with that outside of random encounters.
Sadly (or not, why are you playing EO for the snowflake party) nobody else is enough of a snowflake to get a theme song.
